HCS SB 401 -- DEFINITION OF CRIME
SPONSOR: Dolan (Byrd)
COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Judiciary by a vote of 18 to 0.
Only for the purposes of Chapter 595, RSMo (Victims of Crime,
Compensation and Services), this substitute clarifies that a
crime occurs at the time of the commission or attempted
commission of the crime, rather than when the perpetrator is
charged or convicted.
The substitute also increases from $250,000 to $500,000 the
amount of money transferred from the Crime Victims' Compensation
Fund to the state forensic laboratory account.
FISCAL NOTE: Estimated Net Effect to the Crime Victims'
Compensation Fund of $0 in FY 2004, FY 2005, and FY 2006.
PROPONENTS: Supporters say that the bill is necessary to ensure
that victims of crime are fully able to utilize the services and
compensation available to them under Chapter 595.
Testifying for the bill were Senator Dolan; and Department of
Labor and Industrial Relations.
OPPONENTS: There was no opposition voiced to the committee.
